In order to promote the recruitment of the Massachusetts quota, both of volunteers and of militia, I respectfully recommend that throughout the Commonwealth, and especially in the cities and larger towns, business generally be suspended during the afternoons of the coming week, and that the time and influence of every citizen be given to encouraging enlistments, by the example of his own enrolment, if he is within the prescribed limits of age and health, and if not, by stimulating the patriotism of his neighbors.
