Given at New-York, this thirtieth day of November, 1776. The proclamation was printed by Macdonald and Cameron. Library copy completed in manuscript: "New-York [Suffolk County] ... the bearer [John Ketcham] ..."; signed at bottom: "Wm. Tryon."
