The 12th New York Heavy Artillery Regiment failed to organize. Men transferred to the 15th New York Heavy Artillery Regiment. Colonel William A. Howard, Captain George A. Bulmer, and others were members of the 13th New York Heavy Artillery Regiment (1863-1865).
